   Why is the galero tilted and the tassels off-kilter? Is it significant in meaning or an artists’ flair?

      That is the way the artist chose to depict it. Heraldry is an art as well as a science. Presenting the heraldic achievement in exactly the same way every time gets, frankly, boring. Some artists choose to vary the presentation from time to time.
